Does NABP Accept OET Pharmacy? FPGEC Requirements for 2027
If you trained as a pharmacist outside the United States and are wishing to take OET rather than TOEFL iBT, the answer is now yes – it is possible. NABP has announced that OET Pharmacy can be used for the 2027 FPGEE application cycle. Your test must be taken on or after 11 January 2027. An earlier OET result will not become eligible simply because you apply in 2027.
Article summary
- OET Pharmacy is an option for the English-language part of the FPGEC certification process.
- For the 2027 FPGEE cycle, only tests taken on or after 11 January 2027 can be used.
- The required OET scores are still to be published by NABP. A score used by another regulator may not be enough for FPGEC.
- FPGEC certification comes before, not instead of, the separate licensing requirements set by your chosen state board.
What is OET Pharmacy?
OET is an English-language test designed for healthcare professionals. It has four sub-tests: Listening, Reading, Writing and Speaking. The difference is the setting. Rather than working with general topics, you are asked to understand and communicate in healthcare situations where the words, tone and purpose of a conversation matter.
For pharmacists, Reading and Listening use healthcare material shared across the professions. Writing and Speaking are where the pharmacy role becomes more visible: you work from pharmacy case notes for a letter and take part in role-plays with a patient, carer or relative. OET’s own guidance explains that the test is designed around communication in healthcare settings, including the shift between technical language and language a patient can understand. If you are new to the test, the OET Pharmacy guide gives a fuller walk-through of the four sub-tests and the official OET explanation of its testing material gives useful context for the communication focus.
Does NABP accept OET Pharmacy?
Yes. For the FPGEE 2027 application cycle and beyond, NABP has announced that candidates may use OET Pharmacy or TOEFL iBT for the FPGEC communication-skills requirement. For many pharmacists, a profession-specific English test will feel more familiar. Still, the date rule matters just as much as the choice of test.
NABP’s Foreign Pharmacy certification page is worth reading before you make a booking. It sets out the wider route: education review, English-language proficiency and the FPGEE.
The date rule: do not book too early
NABP will accept OET Pharmacy results only where the test was taken on or after 11 January 2027. In practical terms, an OET you sit in late 2026 will not meet this requirement, even if you wait until January to submit your FPGEC application.
That is the detail to settle before you spend money on an OET date. NABP’s own OET and TOEFL iBT support guidance gives examples of results that cannot be used because the test was taken too early. It also confirms that OET does not replace TOEFL iBT for candidates using the 2026 FPGEE application cycle.
Which OET Pharmacy test dates can be used?
| When you take OET Pharmacy | Can it be used for FPGEC in the 2027 cycle? | What this means |
|---|---|---|
| Before 11 January 2027 | No | NABP says tests taken before this date do not qualify. Receiving the result or submitting the application later does not change that. |
| On or after 11 January 2027 | Potentially | The date condition is met. You must still meet NABP’s published score requirement, reporting rules and approved test-centre requirement. |
This table answers the date question only. NABP’s rules also require OET Pharmacy to be taken at an approved computer-based OET testing centre in an NABP member or associate member jurisdiction.
Where OET fits in the bigger picture
It is easy to think of the English test as the whole application. It is only one stage. For a foreign-educated pharmacist, the broad sequence is:
- Check FPGEC eligibility and submit the application. This includes the education and registration documentation NABP requires.
- Meet the communication-skills requirement. For the 2027 cycle, this can be OET Pharmacy or TOEFL iBT, subject to NABP’s current rules.
- Be accepted to take the FPGEE and pass it. The FPGEE is a separate pharmacy knowledge examination.
- Move to state-specific licensing requirements. Your chosen state board may require further examinations, supervised practice or other steps.
So, an OET result does not turn into a general US pharmacy licence. It can meet one part of the FPGEC route when the NABP conditions are met. Keep the FPGEC Candidate Application Bulletin and your intended state board’s instructions beside your own timeline from the beginning.
What score will NABP require?
NABP has not yet published the FPGEC OET Pharmacy passing scores. Its current bulletin says that the score requirements will be provided when available. Until NABP publishes them, do not borrow a score target from another country’s pharmacy regulator, employer or migration authority.
What the TOEFL requirement tells us – and what it does not
For FPGEC, NABP uses a separate required score for each TOEFL iBT sub-test rather than one overall score. For TOEFL iBT exams administered on or after 21 January 2026, NABP lists Reading 4, Listening 5, Speaking 5 and Writing 4.5 on ETS’s revised score scale. NABP says these scores are valid for two years.
A working OET equivalence for planning
Planning estimate only: NABP has not published an OET conversion. The table below uses the CEFR levels ETS assigns to its revised TOEFL scale as a practical way to estimate the OET level a pharmacist may need. It is not an NABP rule and it may not match the final FPGEC scores.
| NABP TOEFL iBT minimum | ETS CEFR level | Indicative OET Pharmacy range |
|---|---|---|
| Reading 4 | B2 | 300-350 |
| Listening 5 | C1 | 350 or above |
| Speaking 5 | C1 | 350 or above |
| Writing 4.5 | B2 | 300-350 |
This is a planning estimate based on score-framework alignment, not an NABP-approved OET requirement.
This makes 300-350 in Reading and Writing, and 350 or above in Listening and Speaking the most reasonable working range while NABP completes its standard setting. If you are preparing before the official scores are released, aim for 350 in all four skills. That gives you a sensible buffer; it is still not a substitute for NABP’s final requirement.
The reasoning is straightforward: ETS identifies TOEFL 4 and 4.5 as B2, and 5 as C1 on its revised scale. You can see that scale in ETS’s official score-scale guide. This is an informed comparison between score frameworks, not a promise that NABP will choose those exact OET cut scores.
Use the OET score calculator to understand OET scores and Reading or Listening practice marks. It cannot confirm FPGEC eligibility or convert the NABP TOEFL standard into a future OET minimum.
Before booking, check four things directly with NABP: the eligible test date, the required score in each sub-test, the score-reporting process and the approved test-centre requirement. These are administrative details, but getting one of them wrong can cost far more than taking ten minutes to verify them.
Should you choose OET Pharmacy or TOEFL iBT?
Start with your timeline, not your preference. If you need eligibility for the 2026 FPGEE application cycle, follow the current TOEFL iBT rule. If your path is for 2027 or later, OET Pharmacy becomes an alternative only when you sit it on or after 11 January 2027 and meet the score requirement NABP publishes.
OET preparation for pharmacists: a practical starting route
Once you know OET Pharmacy fits your pathway, concentrate on the work that is specific to you as a pharmacist. Reading and Listening use healthcare content shared across professions. Writing and Speaking are the parts where the pharmacy context matters most.
- Get your bearings. The OET Pharmacy guide explains the four sub-tests and gathers pharmacy-specific resources in one place.
- Try the real kind of task first. The free OET sample-test page has Pharmacy Writing case notes on hypothyroidism and anaemia, and Speaking role-play cards about expensive medication. See where you hesitate before you buy more preparation.
- Work on Writing and Speaking as different skills. Use the OET Pharmacy Writing guide to work through a letter, then practise explaining, questioning and responding with the Pharmacy Speaking role-play cards.
- Ask for feedback when you have something to show. You can submit a practice letter through OET Writing Correction, or use an OET Speaking mock test to practise a live interaction and receive feedback.
- Test your stamina later. Use OET mock tests when you want to assess pace and performance across the sub-tests. The OET preparation course is there if you would rather follow one structured plan across all four skills.
You do not need to do everything on day one. One pharmacy Writing task, one Speaking role-play and a timed Reading or Listening practice will give you a more honest starting point than a week of passive reading. From there, you can decide whether self-study is enough or feedback would help.
Questions pharmacists often ask
Can I use an OET Pharmacy result from 2026 for NABP?
No. NABP says the OET Pharmacy test must be taken on or after 11 January 2027 for use in the FPGEE 2027 application cycle.
Does OET Pharmacy give me an FPGEC certificate?
No. It is one way to meet the communication-skills requirement. You must also meet the education and credential requirements and pass the FPGEE before FPGEC certification is granted.
What OET score should I aim for?
The most reasonable planning range is 300-350 in Reading and Writing and 350 or above in Listening and Speaking. Aim for 350 in all four skills while NABP’s official scores are pending. The OET score calculator can help you understand practice scores, but it cannot predict NABP’s final requirement. A score accepted elsewhere is not evidence that it will meet the FPGEC rule.
Before you book: a short checklist
- Confirm that your FPGEC timeline is for the 2027 application cycle or later.
- Choose an OET Pharmacy date on or after 11 January 2027.
- Check NABP’s published sub-test score requirements, reporting instructions and test-location conditions.
- Read the current FPGEC Candidate Application Bulletin, not an old forum post or a guide for another regulator.
- Use pharmacy-specific OET practice to decide whether you need self-study, feedback, a mock test or a structured course.
The key point: OET Pharmacy is becoming a valid NABP route for FPGEC candidates, but only within NABP’s dates and rules. Check those requirements before you book. Then spend your preparation time on the pharmacy Writing and Speaking tasks you will actually face.
